<p>Scientific research and technology transfer reinforce each other and drive socio-economic development. This paper examines the legal aspects of research and technology transfer contracts, focusing on benefit–risk allocation from the government’s dual role as research funder and technology recipient. It highlights the need for flexible clauses that balance benefits and risks to promote research, facilitate transfer, and advance science, technology, and innovation goals.</p>
